Historical Enrollment for All Public Insurance Programs

Before the ACA plans, such as QHP and EP, were introduced, New York worked to expand access through other programs such as Healthy New York and Family Health Plus.2 New York has long implemented one of the country’s most generous health insurance programs for children, but ACA expansions adopted by New York allowed the state to ensure all children have coverage.
