All Public Insurance Enrollment

This graph reviews enrollment in all New York public health insurance programs: Medicaid, Child Health Plus (CHP), Essential Plan (EP), and Qualified Health Plans (QHP) starting in 2016 to the present. Total enrollment across New York’s public health insurance programs has increased by nearly 4 million, due to expanded Medicaid eligibility and the creation of the Essential Plan and Qualified Health Plans in the ACA.1

Enrollment Changes in Public Insurance Programs since 2016

This graph displays the percentage change in annual enrollment relative to the program enrollment in 2016. A downward slope in the enrollment indicates a decrease in program enrollment. If the percentage change is less than 100 percent, then that program’s enrollment is less than it was in 2016. These instances typically reflect policy changes that coincide with those individuals transitioning to a different insurance program. For example, in 2017 with the expansion of Medicaid-eligibility under the ACA, many New Yorkers transitioned from QHP to Medicaid; enrollment in QHP decreased and Medicaid enrollment increased.1
