UHF’s 2017 conference on Medicaid in New York acknowledged current challenges for Medicaid while outlining and reaffirming the program’s goals. In his opening keynote, New York State Medicaid Director Jason Helgerson discussed the range of innovations and strategic priorities New York is pursuing. Mr. Helgerson also announced the First 1000 Days on Medicaid Initiative, which aims to improve access to health and social services for children during their first three years of life.
Conference panels examined the behavioral health needs of diverse Medicaid populations and how the ongoing Delivery System Reform Incentive Payment (DSRIP) program supports value-based payment reforms. The conference concluded with a historical perspective on Medicaid from Jim Tallon, outgoing UHF president.

Panelists discussed the relatively smooth transition over the last two years from fee-for-service to managed care plans for behavioral health services for Medicaid-eligible adults in New York. The conversation also looked toward the future, when children with behavioral health issues and children in foster care will be included in managed care plans.

Panel: The Future of Delivery System and Payment Reforms After DSRIP
The afternoon panel discussion looked at the ongoing Delivery System Reform Incentive Payment (DSRIP) program and the move to value-based payments. New York is in the third demonstration year of DSRIP, a mechanism for restructuring the health care delivery system with the goal of reducing avoidable hospital use by 25 percent over five years.
