Health care policymaking is extremely complex, as many decisions can have unintended consequences—helping one population, provider type, health plan or market segment, but disadvantaging another. A hallmark of the Health Insurance Project has been providing a bedrock of data analysis for policymakers on the distribution of coverage, and public and private market enrollment and financial data, exemplified by “chartbook” publications and the Big Picture series of comprehensive market snapshots.
