Strategies for Providing Substance Use Disorder Treatment and Care to Medicaid Members
This panel will discuss the importance of substance use disorder (SUD) treatment and expanding access to care for Medicaid members. Given the significant proportion of overdose deaths in New York caused by opioids (e.g., fentanyl, heroin, and prescription pain medications), much of the discussion will focus on people with opioid use disorder (OUD), including outpatient treatment programs (OTPs) and medication assisted treatments (MATs)—buprenorphine (suboxone), methadone, and naltrexone. While opioids cause most overdose deaths, alcohol use disorder (AUD) and stimulant use disorder (e.g., cocaine and methamphetamine) also cause overdoses as well as other adverse health and well-being outcomes for Medicaid members and communities. As such, the panel will discuss SUDs broadly. Although SUDs impact people from all socioeconomic groups, Medicaid members are disproportionately overrepresented in people with SUDs due to poverty and structural racism. Thus, the panel will discuss some of those disparities. Other issues the panel may discuss include integrating SUD treatment into clinical settings, providing SUD treatment via telehealth, applying harm reduction principles to clinical care, barriers to providing care, and removing obstacles for people experiencing homelessness or involved in the criminal legal system.

Challenges in Providing Primary Care to Medicaid Members
This panel will discuss the unique challenges of providing primary care to Medicaid members in New York. As the physicians on the panel are pediatricians and adult primary care practitioners, both similar and distinct challenges across the lifespan will be discussed. Additional issues the panel may discuss include leveraging the New York Health Equity Reform (NYHER) 1115 waiver, expanding access to coverage, connecting Medicaid members to mental health and social needs services, and addressing workforce challenges.
