Navigating the New York State Value-Based Payment Roadmap

In June 2015, New York issued a Roadmap that lays out the State's strategy to move most Medicaid managed care payments from volume- to value-based systems. This is an ambitious plan, paralleling and supporting its Delivery System Reform Incentive Payment (DSRIP) program. The Roadmap and the move to value-based payment will affect many providers in New York-hospitals, small and large primary care and multispecialty practices, specialty providers, federally qualified health centers, and community health centers. This guide, prepared for the United Hospital Fund by consultants from the Center for Health Care Strategies, is intended to help these providers and other stakeholders become familiar with the Roadmap and the coming changes it maps out.
