While health insurance coverage expansions have benefitted many New Yorkers, they do not extend to the estimated 400,000 uninsured undocumented adult immigrants, who remain ineligible for most public programs and cannot purchase health insurance through New York State's health insurance marketplace. With this grant, the Community Service Society of New York and actuarial consultants will design several affordable health coverage policy options for undocumented immigrants—and, for each option, will describe how many people could be covered, the risk profile of those covered, the benefit package, and the cost of the coverage expansion. Results will be discussed at a meeting with key stakeholders, and a final policy report will be circulated widely to policymakers, health care providers and payers, and community organizations working on health coverage and immigrant issues.
