Individual states will play a significant role in the implementation of the new federal health reform, as more individuals are brought into state Medicaid programs and states must decide whether to implement their own insurance exchanges and/or participate in other types of coverage expansions. The goal of this grant is to provide New York State policymakers with current, useful data on health insurance coverage, which will help inform policy choices related to the implementation of health reform. The Urban Institute will provide up-to-date estimates of the distribution of health insurance coverage in New York State, regional variation in insurance rates, brief trend analysis, and the characteristics of the uninsured in New York.
