New York’s Medicaid program is in the midst of multiple major reform efforts–including DSRIP  and implementation of new models of specialized managed care plans for high-need beneficiaries–focused on promoting transformation of the Medicaid delivery system  to improve care for beneficiaries and to reduce the growth in costs. This conference will examine the current state of reform efforts with a focus on how the State, providers, plans, and other stakeholders are implementing the transformation, especially in the areas of behavioral health integration and the workforce necessary to support a changed delivery system.

Jason Helgerson will present a morning keynote address on the state of the State’s efforts and the pursuit of value-based payment strategies to promote and sustain delivery system reforms.  Following his presentation, a panel of provider and plan leaders will discuss the important role of behavioral and physical health integration in achieving the reform vision, as well as efforts on the ground.

In the afternoon, an expert panel of academic, hospital, and labor leaders will discuss the current state of the health care workforce in New York and the substantial efforts necessary to train and employ workers in a transformed delivery system. The day will close with a commemoration of Medicaid’s 50th anniversary and a look at the future of the program with a panel featuring Bruce Vladeck, former administrator of the federal Health Care and Financing Administration, Cindy Mann, the recently departed director of the federal Center for Medicaid and CHIP Services, and Jim Tallon, United Hospital Fund President.
