As New York State’s health policymakers begin to implement both the landmark Medicaid reforms recently enacted in the State budget and major components of federal health care reform, New York’s Medicaid program faces unprecedented opportunities – particularly relative to improving care for complex, high-cost beneficiaries. 

The United Hospital Fund’s 2011 Medicaid conference will open with a keynote address by New York’s Medicaid Director, Jason Helgerson, on the priorities for 2011 and beyond.  In addition to reviewing the implementation of the Medicaid Redesign Team’s recommendations adopted in the state budget, he will focus on the strategic imperatives guiding the Redesign Team’s ongoing work. 

Following the keynote, Office of Mental Health Commissioner Michael Hogan will address the path forward for improving behavioral health services, and integrating physical and behavioral health, under Medicaid.  The presentation will cover near-term implementation priorities related to Behavioral Health Organizations, as well as longer-term policy goals.  Commissioner Hogan’s presentation will be followed by remarks from three discussants:
•    Peter Campanelli, President and Chief Executive Officer, Institute for Community Living
•    Henry Chung, Vice President and Chief Medical Officer, Montefiore Care Management
•    Tom Early, Executive Director, Health Plus

The afternoon will be devoted to the opportunities related to serving beneficiaries dually enrolled in Medicare and Medicaid.  Tim Engelhardt, Director of the Models, Demonstrations, and Analysis Group for the Medicare-Medicaid Coordination Office at the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services, will join Mark Kissinger, Deputy Commissioner, Office of Long Term Care, New York State Department of Health; together they will lay out the strategic vision for improving care for duals from the federal and state perspectives.  Following these presentations, an expert panel will discuss the concrete policy and implementation issues faced by providers, managed care plans, and duals themselves, with particular emphasis on Medicaid long-term care services.  The discussants will be:
•    Mark Kator, President and CEO, Isabella Geriatric Center
•    JoAnn Lamphere, Director of State Government Relations for Health and Long-Term Care, AARP
•    Chris Palmieri, President, VNS Choice
